firstly i duplicated my base layer and added gaussian blur 5 pixels and then set the layer to  "screen".
then i still needed to adjust my brigtness so i added a brightness/contrast layer:
brigtness: 20
contrast: 20
and then we need to play with the cours a bit so add a new "levels" layer.
RGB: 11-1.22-238
RED: 22-1.58-238
BLUE: 39-1.18-212
our cap now has a very nice color. now i'm gonna use this texture by misssnoopy25:
place it on the top of everything and set it to screen, 20% opacity.
now we need to add a selective color layer to make everything even better:
REDS:
cyan:-40
magenta:+20
yellow:+20
YELLOWS:
cyan:-20
magenta:+20
yellow:+20
WHITES:
cyan:-100
yellow: +50
NEUTRALS:
cyan:+23
magenta:+18
yellow:+10
now i'm gonna add these textures by sanami276 and set both to darken 60%:
and i'm gonna end it with a vibrance layer which is optional:
vibrance:50
saturation:10
That's it! don't forget to sharpen your base layer, or duplicate it and sharpen it and change your opacity however you do it just don't forget!
